The problem has been solved. The problem is an error of enogit is not installed or not in the path when the cmd command of win10 is switched to angular-phonecat to execute bowersTALL. The specific solutions are as follows:

Method 1: Configure Git’s environment variables;
Git default installation directory isC:\Program Files (x86)\GitTo add to the path of the system variableC:\Program Files (x86)\Git\bin; C:\Program Files (x86)\Git\cmd;Return to execution.

Method 2: replace cmd with Git Bash.
