How does gulp-usemin customize the referenced directory?

I want to use usemin to merge multiple css requests in index.html

The configuration in gulpfile.js:

Because usemin refers to the directory where the compiled html file is located, the relevant css file cannot be found during compilation. I would like to ask if there is any way to customize a root directory for usemin, or a better gulp plug-in recommendation?
