I deleted the file/etc/udev/rules.d/70-persistence-net.rules.
2. This file was not automatically generated after the computer was restarted.

Is there any other way to generate the/etc/udev/rules.d/70-persistent-net.rules file?

The script /lib/udev/write_net_rules does not exist and should not be generated.
Knowing the content format of 70-persistent-net.rules, creating one directly should also take effect
