OS X has some directories (/bin) that cannot be operated (assignment permissions, moving directories, etc.)

Some directories have always been like this, neither sudo nor su user can run, mv, rm, vim, chmod and other operations cannot run, and always return operation not permiited.

Statement: I have already operated under sudo and have also tried chmod. I would like to ask if there is any other solution.

Closing System Integrity Protection is not recommended, nor does Homebrew need to close SIP.
Can be created directly/usr/local/bin, and then put the executable file you need into it (I remember/usr/local/binThe default is included in PATH, if not, add PATH manually)
