Git creates a new branch for a commit (only merges a commit into one branch)

This is the situation. I submitted a change on the develop branch, but I want to merge this change into the master branch at the same time. I don’t want to merge the entire development branch onto master. How should I operate the sourcetree I used?
The right thing to do is to create a new hotfix. Then push to dev and master at the same time.
