Can one of docker’s containers run full of the CPU of the physical machine

Suppose a physical machine runs three containers, and the cpu share allocated at startup is the same. If one container is full and the other two are idle, is it possible for the single container to run full of the CPU of the physical machine, or is it only 30% when it is propped up?

If docker runs a python process, a single process can run full of single cores (limited to GIL). In fact, the list of processes shows that unlike vagrant, docker’s process itself is integrated into the system process.
