Did the odd number of nodes down or even number of nodes participate in the voting?

  mongodb, question

It is generally recommended that the number of rs is odd. If the number is even, the price arbiter is required to break the deadlock in the primary election.
So if there are odd nodes and one goes down, then there are even ones, isn’t there even ones when voting?
Suppose I have three nodes, one primary and two secondary, then the primary goes down and there are only two secondary. suppose these two nodes have the same factors that affect voting, such as priority, how can we ensure that these two nodes will not get bogged down?

If there is an impasse, the voting will resume until the result is cast.
