You can build from an empty file system or from lightweight operating systems like busybox and aipine. If you think these system packages are too few, you can build from container optimization versions (Ubuntu and others) of mainstream Linux distributions. The wisest way is to standardize a specific mirror version and use it for all containers as much as possible.
